La force motrice derrière l’œuvre et la pensée de Filliou est la Création permanente. Filliou a fondé différents centres de création permanente, comme Poïpoïdrome et La Cédille qui Sourit, et a proposé de remplacer l’avant-garde historique par l’Eternal Network, également connu sous le nom de Fête permanente.

>How did the Eternal Network come into being? Robert Filliou and George Brecht close their artist space La Cedille qui Sourit, located in Villefranche, France in 1968. They go "bankrupt." They announce the post avant-garde formation of the ongoing international network of artists. Filliou made Telepathic Music No.2, 1973 in the same year as the first celebration of Art's Birthday in Aachen, 1973. This video clip is taken from PORTA FILLIOU (1977), the videotape produced by Filliou, Clive Robertson and Marcella Bienvenue for ARTONS VIDEO, Calgary, Canada.
